►含义：

not having enough people working and therefore not able to function well 

人员不足；人手太少

►例句：

Many institutions offering child care are understaffed and under-equipped.

许多提供幼儿看护的机构人手及设备不足。 

►对话：

A: Like I told you before, we just don’t have the resources to hire you an assistant. 

以前跟你说过的，我们目前没有资源可以为你雇佣一个助理。

B: I understand that, but the fact is we’re understaffed.

我懂，但我们确实人手不足。
